The National Science Education Plan (NETP) defines a national vision and strategy for science education based on the work of educational researchers; district, school and university heads; class teacher; developers; businessman; and non-profit organizations. The principles and examples presented in this document are consistent with the Supporting Appropriate Use of Technology Act (Title IV A) of the Student Success Act, enacted by Congress in December 2015.
Equity in education means expanding access to educational opportunities for all students by focusing on closing achievement gaps and removing barriers students face based on their race, ethnicity, or background; male and female; sexuality or gender identity; defect; knowledge of the English language; religion; social and economic situation; or geographic location.
Accessibility refers to the design of applications, tools, equipment, and environments that support and enable access to educational content and activities for all students. In addition to enabling students with disabilities to access content and participate in activities, the concepts also work to address the needs of individual students, such as English language learners, rural students, or students from economically disadvantaged backgrounds. Technology can support accessibility through inclusive aids such as text-to-speech, audio and digital learning materials, differentiated instruction systems, adaptive testing, devices, and technology tools. Concepts, recommendations and examples can be applied to higher education institutions, public organizations and government initiatives. NETP focuses on using technology to transform the learning experience to ensure greater equity and access (see Chapter 1: Learning).
When carefully designed and used, science can accelerate, enhance, and amplify the impact of effective teaching methods. However, for change to occur, educators must have the knowledge and skills to take full advantage of the rich learning opportunities offered by deep learning (see Chapter 2: Teaching). In addition, the roles of PK–12 teachers and postsecondary faculty, librarians, families, and students must all change as technology enables new kinds of learning.
For these systematic changes in learning and teaching to happen, we must develop a shared vision of how science can meet the needs of all learners and develop plans to turn the vision into action (see Part 3: Guidance).
